SECTION 3 - PERMITS, SPECIAL PERMITS, TEMPORARY PERMITS, AND METERED SPACES

Article 1 - General

Paragraph 1 - Any vehicle operated by faculty, staff, student or other member of the University community must display a parking permit to park in any restricted lot, zone or space on campus. No permit shall be valid in metered parking spaces unless specifically authorized by Parking Services.

Article 2 - Eligibility

Paragraph 1 - All faculty, staff, students or other members of the University community demonstrating a need for parking privileges are eligible to apply for a parking permit at Parking Services.

Paragraph 2 - All permits are valid only for the person to whom they were issued, and for the original purpose for which they were issued.

Article 3 - Meters

Paragraph 1 - All members of the University and non-University community are eligible to park in the metered spaces upon payment of the meter fee.

Paragraph 2 - Parking meters shall be operational on all school days regardless of national, state or local holidays, excepting as provided in 1-5-2. All meters will be enforced during the hours designated by the posted sign(s) at the entrance to the lot.

Paragraph 3 - Meters will be presumed to be functioning properly. Unless a meter is reported malfunctioning immediately, all tickets will be considered valid. Parking Services will examine all meters reported to be malfunctioning. Meters found to be functioning normally will result in the ticket remaining valid.

Paragraph 4 - Drivers are not allowed to leave their vehicles at a malfunctioning meter or one that displays "Out of Order".

Article 4 - Permits

Paragraph 1 -

* The Faculty/Staff-K Permit is valid in any lot on campus and any further non-restricted space but is not valid in P (University Apartments) lot. However this permit is valid in P-south lot.

* The Faculty/Staff Permit is valid in any lot on campus except K lots and any further non-restricted space but is not valid in P (University Apartments) lot. However this permit is valid in P-south lot.

* The Student-K Permit is valid in lots A, B, C, D, G, I, J, K-EAST, KOHL, L, M, N, Q, R, T, TN, U, V, W, X, Y, ZE, ZS and in further non-restricted spaces.

* The Student Permit is valid in lots A, B, C, D, G, I, J, KOHL, L, M, N, Q, R, T, TN, U, V, W, X, Y, ZE, ZS and in further non-restricted spaces.

* The Cycle Permit is required on all motorcycles and mopeds used by members of the University community. These permits are valid only in the designated areas provided for such vehicles.

* The University Apartment Permit is available to faculty, staff and students who are living in University Apartments on campus and have purchased a current University of Northern Colorado permit at the regular price. Residents will only park in the regular permit areas within the lot. Only University Apartment (UA) residents with a valid faculty, staff or student permit and also displaying a UA permit are allowed to park in the UA parking lot (P-Lot). UA permits are provided to residents along with their regular permits. Guests displaying a valid faculty, staff, student or daily dispenser permit may park in P-south lot.

* The Service Permit is issued to service vehicles operated by persons providing services to the University of Northern Colorado upon approval by Parking Services. It is valid in all regular permit spaces, service drives and spaces, loading areas and the UC meters for two hours only.

* The Emeritus Permit is issued to all Board of Trustee Certified "Emeritus Faculty" of the University of Northern Colorado. It is valid at regular spaces in all lots and metered spaces in A lot, which is the lot north and east of University Center.  Misappropriation or misuse of the Emeritus Permit will result in the revocation of the permit.

* The Volunteer Permit is issued at the discretion of the Director of Parking Services to individuals who are not students, faculty or staff members at the University of Northern Colorado, and who provide volunteer services throughout the academic year. It is valid in all lots, regular and metered spaces.

* The Board of Trustees Permit is valid in all lots, metered spaces, and any other restricted areas except for fire lanes and no parking zones.

* The Disabled Permit is issued to disabled persons for use in spaces designated as disabled parking. They are also valid in any further unrestricted parking space. Any other person desiring to use disabled parking spaces must have written permission from Parking Services and/or Disability Support Services. The Disabled permit will be issued on the same fee structure as the regular permits.

* The GA Permit is issued to Graduate and Teacher Assistants.  It is valid in all lots except H and K lots and further restricted space.

Paragraph 2 - Emergency permits are issued by the Director of Parking Services to specific members of the University community who would be responding to emergency situations at the University of Northern Colorado. These permits are valid in metered spaces, loading zones and service vehicle spaces with no time limit restrictions when displayed with a current permit, 7am to 5pm Monday through Friday.

Paragraph 3 - Faculty, staff and students may purchase permits beginning on or about July 1 for the following academic year.

Article 5 - Special Permits

Paragraph 1 - Fall Semester Permits may be purchased by faculty, staff and students. The permit is valid for fall semester only in areas designated on front of the permit.

Paragraph 2 - Health Center Permit is issued by the Health Center to students having an appointment at the Health Center. It is valid for 2 hours in T and V Lots only in regular permit spaces, meters, or designated Clinic parking.

Paragraph 3 - Medical Permit will be issued without charge to supporting off-campus professional medical personnel providing services to students at the Health Center as designated by the Director of Health Services. It is valid in the medical staff spaces, clinic spaces, regular permit spaces, and meters in T and V-Lots.

Paragraph 4 - Temporary Service Permit may be issued for short periods of time to service vehicles operated by persons providing services to the University of Northern Colorado upon approval by Parking Services.

Paragraph 5 - Temporary Disabled Permit is issued for a maximum of one semester for short-term disabilities that are certified by the University of Northern Colorado Health Center or Disability Support Services. This permit will be issued at no charge if the injured person has a current University of Northern Colorado permit.

Paragraph 6 - Loading Permit will be issued to faculty/staff members of the University community who have purchased a current permit and who have submitted a written request signed by their Department Head or their designee. This permit is only valid with a current permit for time period not to exceed 30 minutes in service vehicle spaces and loading zones only. All service and loading areas are enforced 24 hours a day, 7 days a week.

Paragraph 7 - Temporary Permit is sold by Parking Services, is available at $3.00 per day or $15.00 per week. This permit is not valid in metered spaces or other further restricted areas within a lot. When an individual with a permit must drive a second  vehicle (because of mechanical failure only), a temporary permit will be issued for $1 a week.

Paragraph 8 - Special Permit is issued at the discretion of the Director of Parking Services depending on the type of need. Time limits are determined by the Director of Parking Services.

Paragraph 9 - Visitor Permits are for sale by Parking Services for $3.50 per permit. Departments may also purchase visitor permits for users who are not paid by the University and who are not paying registration fees for a class, seminar, workshop, etc.

Paragraph 10 - Daily Dispenser Permits may be purchased at a dispenser box in most student lots for a cost of $3.00 a day. The same permit is valid in all student lots on campus, except for lot KE, for 24 hours.

Article 6 - Display of permits and Permits

Paragraph 1 - Special permits and loading permits shall be placed on the dashboard, driver's side, and shall be visible from the outside of the vehicle.

Paragraph 2 - It will be the responsibility of the purchaser of hang tag permits to hang them from the rearview mirror with the permit facing outward towards the front of the vehicle. A hang tag permit will not be valid when placed on a motorcycle. Violations issued with indication by the issuing officer that no permit was present will be prima facie evidence that no permit was present and the ticket will be considered valid.

Paragraph 3 - Window decal parking permits on automobiles shall be affixed to the inside of the windshield, lower right corner, passenger's side, unless otherwise authorized by Parking Services. If placed in an area other than in the lower right corner of the passenger's side of the windshield, the University of Northern Colorado is not liable for any liability incurred because of obstruction of vision. See Colorado Motor Vehicle Code 42-4-224.

Paragraph 4 - Permits issued to motorcycles/mopeds will be permanently affixed to the handlebars, rear fender or windshield so that the permit is clearly visible. Hang tag permits are not valid when placed on motorcycles.

Paragraph 5 - Failure to display the permit properly will result in the vehicle being issued a parking notice. Any notice issued which indicates that the permit, or permit, was not visible, is valid, and must be paid, or a hearing applied for within the prescribed time.
