Colorado House Bill 1464

Colorado House Bill 1464, the Statewide Remedial Education Policy, affects all new students at UNC. ACT and/or SAT scores are reviewed to identify students who may benefit from a preparatory course in Math, English and/or Reading. All Colorado community colleges and four-year institutions are affected and are evaluating students.

When a remedial class is recommended, either a preparatory course or college-level course in that area must be completed prior to completing 30 credits at UNC.

Purpose

The purpose of House Bill 1464 is to review a student's academic background to ensure he or she is prepared for college-level Math, Reading and English. Strong skills developed in these areas are the basic building blocks for future college level coursework.

Review of Test Scores

A student will automatically be recommended in Math, Reading or English if his or her ACT scores are below 16 in Math, below 14 in English, or below 13 in reading; or if his/her SAT scores are below 400 in math, below 380 in English, or below 370 in reading.

When a student has a borderline ACT or SAT score, the ASA staff will review the student's high school transcript for success in the borderline area. The following are considered borderline test scores:

ACT

  • Math 18-17
  • English 17-15
  • Reading 16-14

SAT

  • Math 450-400
  • English 430-380
  • Reading 420-370

A student can then be exempt from remediation based on the following grades in high school:

  • Math – better than a “C” average in the last six semesters of algebra, geometry, trigonometry or calculus.
  • English – better than a “C” average in the last four semesters of composition classes.
  • Reading – better than a “C” average in the last four semesters of social studies and/or literature classes.

When remediation is recommended:

Taking a preparatory class is a recommendation, not a requirement. The state has chosen the test scores used to evaluate readiness. Each student will need to decide which class he or she is prepared to take based on individual ability and knowledge base in the given subject.

There is a requirement, however, that students complete either a preparatory course or college-level course in their recommended area prior to completing 30 credits at UNC.

Options for Students Recommended for Remediation

  1. Successfully complete courses at UNC.
    • To fulfill an English recommendation, complete English 122
    • To fulfill a Math recommendation, complete a Liberal Arts Core Math class or complete Math 023, a remedial UNC Math class
    • To fulfill a Reading recommendation, complete any UNC course in Liberal Arts Core areas 3 (Arts and Humanities), 4 (History), 5 (Social and Behavioral Scriences), 7 (International Studies) or 8 ( Multicultural Studies).
  2. Successfully complete a remedial course at a Colorado Community College. Be aware that remedial courses do not transfer or count toward college credit, but can increase confidence in subject area before a college level course is taken. Transcripts will need to be sent to UNC Admissions Office for verification of class completion.
    • To fulfill an English recommendation, complete English 090 (3 credits), Basic Composition.
    • To fulfill a Math recommendation, complete either Math 090 (4 credits), Introductory Algebra or Math 106 (4 credits), Survey of Algebra.
    • To fulfill a Reading recommendation, complete either Reading 060 (3 credits), Foundations of Reading or Reading 090 (3 credits), College Preparatory Reading.
  3. Take a college level course at a Colorado Community College ensuring that the course will transfer (grade of C or better) to UNC. Transcripts will need to be sent to UNC Admissions Office for verification of class completion.
    • To fulfill an English recommendation, complete the equivalent of English 122.
    • To fulfill a Math recommendation, complete the equivalent of a Liberal Arts Core Math class.
    • To fulfill a Reading recommendation, complete the equivalent of a Liberal Arts Core course in areas 3 (Arts and Humanities), 4 (History), 5 (Social and Behavioral Scriences), 7 (International Studies) or 8 ( Multicultural Studies)
